No washers in between the plate and the floorpan, just the plain washer (load spreading) and the spring washer (to resist undoing) as shown.

For euro spec cars they are parking lights as standard, so with the main lights off and the ignition key out, moving the indicator arm should light up one side or the other.

Yes, there's a plastic nut. I can't find a picture, but its shaped for hand tightening.
Its a regular thread so a hex nut with a washer under will do the job.

There shouldn't be any difference. It seems a lot by todays standards, but I imagine 5 - 10mm could be build tolerance. It wouldn't directly, but it would cause the heavy pitting of the points and distributor contacts that you are seeing, which in turn wouldn't help with slow running - possibly having the effect of advancing and retarding the ignition. As far as I know the brake warning lights were only fitted to US spec cars where they were mandatory.
If it is fitted its on the dash, below and between the speedometer and the clock.

I realise the water of advice is already well clouded, but...
Its a late case and a late cooler so use the original fatter type seals withOUT spacers between the cooler and case.
It looks from the picture like they have been fitted.

Its fairly common I'm afraid and more so on swing axle cars for some reason. The torsion bars sag over time and need resetting, or do what most do and lower the front to level the car up.
