I think it was to beef up the front to reduce the problems of deformation of the cabin in a 10mph frontal impact. The USA brought in several requirements in the late 60s. I saw at least one short-nose Type 3 with those panels. The spring mount is quite a bit further forward I think. I tend to salvage those if reasonable, but earlier ones had less ventilation and still only slits for drainage at the bottom, so they trap salt. I may have one - I'll keep an eye out.

A wealth of knowledge! I suppose it was a cheap fix without redesigning the full inner wing. But obviously a water trap. Might or might not bother with fitting them but. If you have one it would be very handy to use it as a pattern

I’ve only seen them on 1970MY onwards.
As Dave says, probably as crash regulations got tougher these panels were introduced.

The Type 4 has similar but longer ones, and I've always taken them to be for impact absorption, as the only other purpose I can see for them is to attract rust (and the Type 4 has a different type of bonnet spring). At the moment I'm wondering whether to reconstruct them for my 412.

I'm very much heading towards not bothering with these. I can see them as more of a rust trap that anything. I think ill just gaffer tape a pillow to the steering wheel
